I love how he doesn't chastise the lowest scoring countries but instead fits it into a narrative of development. That's how you convince them to come on board.

Ireland is the best country on earth,Ireland made me what I am today,took me from the gutters and gave me shelter and free education all the way to university.

It is better to have a strong representation of the different people (individuals and tribes). From a local perspective, it may make sense to solve common problems. The problem is the nature of the political process.
Most individuals want the best for all people, although they are not very culturally similar.
