When America joint military exercise with other countries you Americans called it security. When China does that Americans called it threats. Americans send a drone into Iran airspace you called it Surveillance. When China installed cctvs along roads you called them spy cameras.

This is not a military exercise, but medical exercise. The army would be the one type of people to the front line if there's a cholera outbreak. The Chinese and Germans exercise to save people's lives, while the United States continue to spend taxpayer's money to do the opposite.
