I am Chinese and using a VPN to watch censored videos such as this.
The biggest problem is that these projects are state directed and funded by municipal debt.
The bureaucrats wanted to use these mega-projects as a launchpad to a higher position or to line their own pockets and their cronies'. 
So, success or failure, the bureaucrats still win. The system of governance give too much power to the party to rig the game.
