At the 73rd World Health Assembly, Chinese President Xi Jinping said China has "acted with openness, transparency, and responsibility," and will provide two billion U.S. dollars over two years to help fight COVID-19. What does the gesture mean?

America’s fast declining reputation as the “standard-bearer” of the propagandistic “Free World”, and its dwindling clout and influence over its allies is attributable to a series of callous actions and bullying (which threatens multilateralism) taken by the Trump administration.

Two months into office, the world had witnessed the beginnings of the greatest presidential onslaught on international law and international institutions in the entire American history. The onslaught appears to be driven by a combination of Trump’s “America First” economic nationalism, and anti-cosmopolitanism; and the belief that international law does not reflect American values but threatens American institutions, and that American peace, prestige, and prosperity were not being served by its foreign policy.

Trump administration formally notified the United Nations on November 4, 2019, that the United States will withdraw from the Paris Agreement on climate change, under which nearly 200 nations have pledged to cut greenhouse emissions and to help poor countries cope with the worst effects of an already warming planet.

Trump’s anti-cosmopolitan trade strategy in fact, started with the United States withdrawing from the 12-nation Trans-Pacific Partnership (TPP) trade pact. TPP was a major trade initiative of the Obama administration. Trump too had made it clear that the United States will renegotiate the other trade deals; such as the North American Free Trade Agreement (Nafta), which was signed in 1994 by the United States, Canada and Mexico, as among them.

The United States had also officially quit the U.N.’s educational, scientific and cultural agency, UNESCO. Perhaps, the culmination of a process triggered by the allegation that the organization is biased towards Israel.

U.S.’s allies, and foes alike, had observed with exasperation how Trump weaponized tariffs. He had accused French President Emmanuel Macron of "foolishness" over a planned digital services tax, and hinted that he would tax French wine in retaliation.

With the outbreak of Covid-19 pandemic, Trump has announced that the U.S. is cutting its funding to the World Health Organisation. Earlier, Trump has invoked the Korean War-era Defence Production Act to compel 3M to end mask exports to Canada and Latin America; and warned India of "retaliation" if India did not drop the ban on hydroxychloroquine exports to the U.S.

“We are not in a crisis of multilateralism. It is a bluff.. But if every country backs down one by one, then the bully gets the way. This issue is too important to be determined by Mr Trump. It’s not just Mr Trump. Because U.S. unilateralism has been invoked now for about 20 years. After 1992 the U.S. went crazy...But it gets a lot worst right now, because of the over-hostility against everybody; and the threat against everybody; the lawlessness against everybody; is completely unprecedented,” says Jeffrey Sachs, one the world’s leading experts on economic development, in his scathing criticism of Trump administration anti-multilateralism policy.

Just yesterday I saw and heard an expert being interviewed on the Tian Wei show on CGTN who said that each country's government has responsibility for the citizens of its own nation. To me, this was a suggestion that each corporation that develops drugs to fight COVID-19 should also just care for its' own stockholders first. Today's statement by Shi Jin P'ing at the World Health Organization gives a much broader view of what should happen. He said that vaccines developed by Chinese companies should serve those people in the world most in need, without regard for patents, following the example of Dr. Jonas Salk. This was in addition to the two billion dollars being donated by China to the WHO to fight the pandemic. If China follows this example and these views as, apparently, President Shi Jin P'ing says it will, the many other companies developing drugs and vaccines will have great pressure on them to follow China's example. The Chinese President has given the people of the world wonderful news.
