No, it isn't a strange world - it's happened very often that the EXPERIENCED generals is the ones reluctant to go to war - those who have seen war first hand and know the horrors will rarely be those who send young people into combat if it can be avoided....

trump may truly be mentally ill OR he may be a master manipulator, (or both), keeping the nation distracted and fearful while stoking fights with other leaders and thinking this is a "smart" strategy.  Either way, this behavior is "sick"  behavior, because it not only damages the nation's collective psyche but can lead to war/ annihilation . He doesn't seem to comprehend or care about this.
